Developing the Riverstone Scheduled Lands
Landcom is assisting landowners to create a new residential community in the Vineyard-Riverstone Scheduled Lands.
The Scheduled Lands area has recently been rezoned to allow residential housing. There are however a number of challenges that landowners face in the Scheduled Lands before they can build on their land:
Landcom has been working with landowners to find a way to overcome these problems. We have developed a model which will help landowners with the co-ordination, funding and delivery of services to their land. The model provides landowners with the option to pay for their share of infrastructure costs with part of their land as an alternative to an upfront payment.

Latest News Scheduled Lands now rezoned! On 14 May 2010 the Minister of Planning, The Hon Tony Kelly announced the rezoning of the Alex Avenue and Riverstone precincts. The new zonings see much of area changed from the previous rural zoning to allow residential development. The rezoning is an important first step towards landowners being able to develop their land in the Scheduled Lands. Landcom is currently working with the detailed information contained in the finalised rezoning, talking to major infrastructure providers(Sydney Water, Integral Energy), Council and the Department of Planning with a view to updating our development model. We will be meeting with Landowners with land zoned Low density R2 in the recent rezoning later this year to discuss how we can help them develop their land. Section 94 contributions are payable to Council’s across NSW for things like new parks, drainage basins, intersections and libraries which are necessary to serve the new residents. After Blacktown City Council adopts the Section 94 plan it must be reviewed by the Department of Planning to be final. We anticipate this may take between 2 and 6 months. The commercial terms of development for landowners and Landcom can only be calculated after the Section 94 process has been completed.
